Anne Cammisa

Anne Marie Cammisa is the Associate Director of the MA Program in American Government and a Visiting Professor in the Department of Government and in the McCourt School of Public Policy at Georgetown University. Previously, Dr. Cammisa was a tenured professor of government at Suffolk University in Boston. She has also taught at the University of New Hampshire and at the New Hampshire Institute of Politics at Saint Anselm College, where she directed the Center for the Study of New Hampshire Politics and Civic Life.

Dr. Cammisa is the author of four books and numerous scholarly articles. Dr. Cammisa's primary research interest is in the congressional legislative process. Her first book, "Intergovernmental Lobbying: State and Local Governments in the Federal Arena" examined the role of state and local government interest groups in the passage of federal housing, welfare and child care legislation. The book was recommended by Choice magazine, and has been excerpted and reprinted in the last several editions of Laurence O'Toole's "Intergovernmental Relations," a reader containing classics on federalism. Her second book, "From Rhetoric to Reform: Welfare Policy in American Politics," was named by Choice Magazine as an "Outstanding Academic Title of 1998." Dr. Cammisa co-authored her third book "Checks and Balances: How a Parliamentary System Could Change American Politics" with Paul Christopher Manuel. It examines the role of institutions on policy-making.

Her most recent book, "The Path of American Public Policy: Comparative Perspectives," also with Paul Christopher Manuel, revises and expands "Checks and Balances." It includes a new chapter on the legislative battle over the Affordable Care Act of 2010. The new book serves as an introduction to comparative public policy, comparative politics and American government. It was "highly recommended" by Choice Magazine in September, 2014. She also contributed a chapter to "The Election of the Century and What It Tells Us About the Future of American Politics," co-edited by Stephen Wayne and Clyde Wilcox.

In addition, she has done work on women in politics, including a review article in "State Politics and Policy Quarterly" with Beth Reingold. She has also served as a reviewer for several academic journals, including "Politics and Gender," "State Politics," "Policy Quarterly," and "Publius." A native Washingtonian, Dr. Cammisa has extensive D.C. experience. As a senior fellow at the Governmental Affairs Institute at Georgetown University in 2010, she directed seminars and programs on Capitol Hill. She was also a research associate for the Urban Institute and an American Political Science Association congressional fellow, working in the offices of Senator Herb Kohl and Congressman Steny Hoyer. While at Saint Anselm College, she developed the "Primary Education" program, which encouraged faculty and students from across the country to visit New Hampshire during the 2007-2008 presidential primary season. She worked with students, served on panels with faculty and news reporters, and also served as a commentator on the presidential primary for a variety of news outlets, including BBC World Service, Reuters, the Boston Herald and WBZ-Boston. From 1994 to 2004, Dr. Cammisa enjoyed a visiting scholar appointment at the Radcliffe Institute, Harvard University. She has also served on the executive council of the New England Political Science Association.
