Fletcher School of Law and Diplomacy

Clare O’Hare lectures on Decision Analysis for Business in the Master of Global Business Administration (GBA) program. Clare has extensive experience advising governments, corporations and financial institutions on complex cross-border transactions and restructurings. Her experience covers strategic decision making, political risk analysis, and legal reform across Europe, the Middle East, and Asia.

After completing an LL.M. in commercial law at the University of Cambridge, Ms. O’Hare qualified as a solicitor in England and Wales, working in Freshfield Bruckhaus Deringers’ finance and corporate practices in London and Dubai, specializing in cross-border transactions. She also regularly advised governments and state bodies across Europe and the Middle East, as well as US corporations and financial institutions operating in these regions. Prior to joining the Law School, Ms. O’Hare was Associate General Counsel at Optum, part of the UnitedhealthGroup, in Dublin for two years.

Alongside her legal practise in Dubai, Ms. O’Hare held a teaching position at Zayed University, Dubai. A regular speaker at conferences, Clare has been invited to speak to the American Society of International Law, the Dubai Chamber of Commerce, the Carnegie Endowment for International Peace, the Nanovic Institute for European Studies, and has given expert remarks on corruption and integrity risks to the OECD and is contributing a chapter to an upcoming edited volume on Sovereign Wealth Funds. She is also on the editorial board of the Indian Journal of International and Comparative Law .

In addition to her LL.M., Clare has an LL.B. in Law & French law from Trinity College Dublin, and masters’ degrees from the Fletcher School of Law & Diplomacy (where she also taught international law) and the University of Notre Dame. Her JSD research at Notre Dame Law School focuses on international legal services competition.

Since joining Notre Dame, Ms. O’Hare has also pursued her interests in socially engaged research and scholarship, holding one of Notre Dame’s Tech Ethics Center’s inaugural NSF-funded Responsible Innovation Fellows and participating in a year-long Leadership Advancing Socially Engaged Research fellowship program.

Clare is trained as a mediator with MWI (Mediation Works Incorporated) in Boston and has mediated disputes in Massachusetts District Courts. She volunteers as a judge for the Philip C. Jessup International Law Moot Court Competition.
