Cyrus Engineer., DrPH is an Assistant Professor at Towson University in the College of Health Professions, Office of Collaborative Programs where he teaches undergraduate and graduate courses in Health Care Management. Previously, he was Assistant Lecturer in the department of international health at the Bloomberg School of Public Health. In addition, he served as Country Director for JHU’s 16 million dollar portfolio of projects in Afghanistan where he provided leadership to a team of over 500 individuals who were involved in conducting household surveys, estimating HIV prevalence, maternal mortality rates, health facility assessments and assessing the performance of World Bank’s Results Based Financing scheme. He worked and liaised with the Ministry of Public Health in Afghanistan. Prior to his role at Hopkins, Cyrus was Technical Officer for the World Health Organization’s Patient Safety Program based in Geneva, Switzerland. He has over fifteen years of progressive management and operations experience in the health sector including finance, marketing, quality assessment, program evaluation, and global project management. He has worked in diverse health care settings including hospitals, pharmaceuticals, academia and multilateral international organizations and his expertise includes:
– International project management
– Leading and managing multidisciplinary diverse teams
– Designing and implementing quality management systems in hospitals
– Establishing smart performance management systems
– Program monitoring and evaluation expertise – Highly skilled in use of business and statistical software packages
– Advanced degrees in health care, financial management and leadership
His interests lie in the areas of quality management, patient safety and performance excellence. He holds an adjunct appointment at Johns Hopkins University in the departments of international health and health policy and management. He has taught courses such as managing health services organizations, problem solving in public health and quality assurance methods in developing countries. Cyrus’s previous assignment with WHO included developing and implementing a global patient safety campaign that addressed the issue of healthcare associated infections through raising awareness about hand hygiene. He led the Save Lives: Clean Your Hands global campaign on behalf of WHO from Geneva. He has been an auditor and consultant in designing and developing ISO 9000 Quality Management Systems for hospitals and led one of the first hospitals in India to be ISO certified. Cyrus was on the Steering Committee of WHO High 5s project which aimed to address five patient safety problems in five countries within five years. He was recently a core group member on WHO’s Hand Hygiene task force. He was also involved in monitoring and evaluation activities of WHO’s patient safety program in collaboration with Peter Pronovost’s Quality and Safety Research Group and setting up WHO’s Patient Safety Office at Johns Hopkins University.
