Bio
Professor Mullin''s research has focused on fiscal reform and decentralization, intergovernmental fiscal systems, the effects of tax and expenditure limitations on state and local fiscal structure, the implications of demographic changes for state and local revenues and expenditures, municipal budgeting practices, economic development strategies, and the spatial and economic structure of metropolitan areas. His research has appeared in a variety of academic and professional publications. In adivition to his teaching and academic research experience, Mullins has served extensively in consulting and advisory capacities on issues of public sector budgeting and intergovernmental fiscal relations both domestically and abroad. He is also managing editor of the journal Public Budgeting and Finance.
