David Johnson is the Director of Operations and co-founder at ReEngine Consulting, LLC. David has spent his career prior to ReEngine working in process improvement and data metrics for State and Local government agencies. David has previously served as the Assistant Director of Operational Insight for the Texas Workforce Commission and Manager of Program Planning, Policy, and Metrics at the Texas Department of Housing and Community Affairs.
David graduated from Texas A&M University with a Master’s degree in Public Administration and a Bachelor’s of Science in Political Science. His certifications include the Six Sigma Black Belt by the American Society for Quality and Jonah certification by the Theory of Constraints International Certification Organization.
Part of David’s responsibilities at ReEngine is the management of client process improvement projects. He designs project parameters, works with leadership to set the vision for the organization, and engages with frontline staff and managers to improve the processes and better serve the organization’s customers. In one ReEngine project that David led, an IT application development division increased the velocity of its projects by 53% over the course of the engagement.
While at the Workforce Commission, David worked with Operational Insight staff to continuously improve performance analysis techniques in evaluating sub-recipients and designed prescriptive analytic tools that can helped the organization better serve its customers. David also worked closely with the Rapid Process Improvement team, managing multiple projects and serving as an internal consultant as needed on process improvement projects.
During his time at TDHCA, David led several process improvement initiatives. He instituted an agency-wide balanced scorecard initiative that tracked performance and financial metrics for each division and major program within the agency. Also, he developed a methodology to predict the number of weatherization units produced by sub-recipients participating in the American Recovery and Reinvestment Act, which enabled TDHCA to redistribute funding allocations to better meet production goals. The Legislative Budget Board’s Government Effectiveness and Efficiency Report (2013) credited this projection methodology as the turning point in the program.
