Fletcher School of Law and Diplomacy
David is a career U.S. Foreign Service Officer with 17 years of experience developing and implementing U.S. foreign policy. His professional and academic interests include human rights diplomacy, refugee and migration policy, humanitarian assistance, East and Southeast Asian foreign relations, and intelligence diplomacy. He is a two-time winner of the Department of State’s Warren Christopher Award for Outstanding Achievement in Global Affairs for his work to advance religious freedom in Vietnam (2017) and to resettle political asylum seekers from Myanmar after the 2020 military coup (2021).
