Elsa Tulmets

Elsa Tulmets holds an MA in international relations from Sciences Po and a PhD in political science and international relations from both Sciences Po and the Free University of Berlin. She was, successively, a Jean Monnet fellow at the European University Institute in Florence, a research fellow at theInternational Relations Institute (IIR) in Prague, a research associate at the Marc Bloch Center in Berlin and at the French Center for Social Science Research in Prague. She taught international relations and EU foreign policy at several European universities, among others at the College of Europe in Bruges and remains affiliated with the IIR as associate researcher.
Elsa Tulmets joined CERI in 2012 as a Marie Curie fellow under the EU 7th Framework Program and coordinates a research group Normative, institutional and political transfers in international relations and foreign policy. Her research in EUTRANSGOV focuses on the re-appropriation of European and international norms by the EU member States and their dissemination through the European Neighborhood Policy.
