Holly Hammonds

D. Holly Hammonds is an Adjunct Professor at Columbia University’s School of International and Public Affairs.  

Ms. Hammonds is an expert on global trade, labor and social compliance, and in the management of complex public policy risks, responsibilities and opportunities.   She works with companies and nongovernmental organizations on strategies, programs and relationship building, with a special interest in challenges at the intersection of business, worker rights, gender equity, and development.

Ms. Hammonds has extensive experience in senior government and private sector positions, working on all aspects of these issues, including in the negotiation and implementation of trade agreements, in managing interagency processes, in the mediation of disputes, in the management of multi-stakeholder initiatives, and in developing and implementing corporate social responsibility programs worldwide.

In 2001, Ms. Hammonds co-founded GlobalWorks Foundation, dedicated to building broad-based alliances and disseminating innovative ideas to fight poverty.  Ms. Hammonds is a board member and advisor of GlobalWorks, and of allied collaborations, and is a Senior Advisor to Fontheim International, LLC.  With business, labor and academic colleagues, Ms. Hammonds is actively engaged in the development of workable models to promote sustainable jobs and investment in countries with weak governance and chronically poor compliance capacity.  She is on the Oversight Committee of the Honduras Labor Framework, a five year old project involving an historic partnership between one of the largest employers in Honduras, Fruit of the Loom, and one of the country''s largest union confederations, CGT.  The Framework, both privately and US government funded, has been identified by global labor leaders and the US government as a leading model in this area.

Ms Hammonds has served as Special Assistant to the President and Senior Director for International Economic Affairs for the White House National Security and National Economic Councils, as a presidential appointee to the Board of Conciliators of the World Bank International Centre for Settlement of Investment Disputes, as a partner and managing director of Fontheim international LLC, as a trade negotiator in the Office of the United States Trade Representative, and as an attorney in private practice. 

Ms. Hammonds has degrees from Yale Law School (JD) and the Woodrow Wilson School of Public and International Affairs at Princeton University (MPA). She is a member of the Council on Foreign Relations, and has held fellowships with the Council on Foreign Relations, World Resources Institute, and Progressive Policy Institute.
