BIOGRAPHY AT A GLANCE

James Spensley is an environmental lawyer, operations research engineer and public policy consultant who has worked in the environmental and transportation fields for over 35 years. He has specialized in environmental policy and assessment, regulatory compliance, and strategic planning, with a focus on sustainability issues. He served as an early board member for the Denver Museum of Contemporary Art.

Mr. Spensley was a Governor’s appointee on the Denver Regional Air Quality Council, the Colorado Advanced Technology Institute and the University of Northern Colorado Board of Trustees. He also served as manager of the New Denver Airport Office for Mayor Federico Peña, responsible for the planning, development and community negotiations that lead to the construction of Denver International Airport. He has been an adjunct professor and lecturer on environmental policy and law at the University of Denver and the University of Colorado and presently teaches in the management department at the Daniels College of Business.
