Jeanne M. Fox , a Commissioner of the New Jersey Board of Public Utilities (NJBPU), served as its President and a member of the Governor’s cabinet from January 2002 to January 2010. Ms. Fox was appointed to the NJBPU on January 15, 2002 and was reconfirmed for a second term on March 16, 2009.  The NJBPU has regulatory jurisdiction over telephone, electric, gas, water, wastewater and cable television companies and works to ensure that consumers have access to safe, reliable services at reasonable rates.  

Under President Fox’s leadership NJBPU has become a leader among states in developing cutting edge clean energy policies, and promoting renewable energy and energy efficiency.  As a result, under her leadership New Jersey has been second only to California in the number of solar installations.  President Fox has received numerous state and national awards for the BPU Clean energy programs.

Ms. Fox is active with the National Association of Regulatory Utility Commissioners (NARUC) as a member of the Board of Directors; member of the Sub Committee on Education and Research; Member of the Committee on Energy Resources and Environment; Vice Chair of the Committee on Critical Infrastructure.  

She is also Chair of the Electric Power Research Institute’s (EPRI) Energy Efficiency and Grid Modernization Public Advisory Group; member of the Harvard Electricity Policy Group (HEPG); member of the National Petroleum Council (NPC), as well the National Council on Electricity Policy (NCEP), having served as its chair for 5 years and is on the Board of the National Regulatory Research Institute Research (NRRI) Advisory Committee and serves on the Mid-Atlantic Distributed Resources Initiative (MADRI) Steering Committee.  She served as:  President of the Mid-Atlantic Conference of Regulatory Utilities Commissioners; a member of the National Academy of Science Panel on Public Participation in Environmental Assessment and Decision Making; National Leadership Group on Energy Efficiency; EPRI Advisory Council to the Board of Directors and Executive Committee; Department of Energy’s Electricity Advisory Committee: National Petroleum Council, Emergency Preparedness Committee; Carnegie Mellon’s Advisory Board Member, Center for Climate Energy Decision Making; GRID Alternatives Tri-State, Board of Directors.

Prior to her appointment to the Board, Ms. Fox served as a Regional Administrator of the United States Environmental Protection Agency, and as Commissioner and Deputy Commissioner of the New Jersey Department of Environmental Protection and Energy.

Ms. Fox has served as a visiting Distinguished Lecturer at the Bloustein School of Planning and Public Policy at Rutgers University and at the Woodrow Wilson School of Public and International Affairs at Princeton University.

Ms. Fox graduated cum laude from Douglass College, Rutgers University and received a Juris Doctor from the Rutgers University School of Law- Camden.
