Bio
Jeffrey Poirier, PhD, PMP, brings over 15 years of experience adivressing an array of public policy issues and conducting policy and program evaluation related to human service systems. Dr. Poirier is currently a Senior Research Associate at the Annie E. Casey Foundation in Baltimore, where he develops, supports, and manages research and evaluation activities as well as Foundation efforts related to performance management, development and use of data systems, and organizational learning. Prior to his Foundation role, for more than 15 years at the American Institutes for Research (AIR) he contributed to research and evaluation for a range of clients such as the Bill & Melinda Gates Foundation; the Cleveland Metropolitan School District; the U.S. Departments of Education, Health and Human Services, Housing and Urban Development, and Justice; and the United Nations Educational, Scientific and Cultural Organization. He also created and led AIR’s LGBTQ Youth Well-Being Practice Area. Dr. Poirier’s specializations include qualitative methods and LGBTQ youth well-being. He has contributed to nine book chapters and seven journal articles, and authored dozens of technical reports and other products. He also co-authored Improving Emotional and Behavioral Outcomes for LGBT Youth: A Guide for Professionals. He has presented at more than 120 national and international conferences and professional meetings, and has delivered trainings in communities across the country. Dr. Poirier holds a PhD in Public Policy and Administration from The George Washington University (2014), where he also earned a Master of Arts in Education Policy (2003). His BA is from the University of Pennsylvania (2000), where he majored in Sociology and Commmunications, with a specialization in Urban Education.
