Jeff holds a BA in Political Science from the University of Notre Dame, an MPA from Harvard University, a JD from Indiana University, and an LLM in European Union Law from the Universität des Saarlandes. He is fluent in English and German and has taught courses at Georgetown University, Indiana University Maurer School of Law, Indiana University Kelley School of Business, and the Thunderbird Graduate School of International Management.
