John Metzger

Executive Director PA Liquor Control Board

A native of Pennsylvania, John Metzger is a 1976 graduate of Pennsylvania State University, University Park, PA with an undergraduate degree in Business Logistics. He also holds a Masters degree in Business Administration from the Crummer Graduate School of Business, Rollins College, Winter Park, FL, graduating with Beta Gamma Sigma honors, first in his class.

John began his career in 1976 as a logistics management development candidate at Standard Brands, and moved through increasingly responsible positions achieving several Director-level positions. This was during the changes with the Nabisco merger, RJR acquisition, and famed KKR LBO (Barbarians at the Gate).

In 1993, John joined the restaurant division of General Mills Inc. as Vice President, Purchasing & Distribution. His responsibilities there included worldwide commodities purchasing, distribution, importing, inventory management, and logistics. John joined CS Integrated LLC (ProLogis Trust) in 1998 as Senior Vice President – Logistics Services Group. At CSI, he was responsible for Supply Chain Management services, Strategic Planning, Transportation, Information Technology, and Engineering. In 1999, John joined The Great Atlantic & Pacific Tea Company as Vice President, Supply and Logistics, responsible for procurement, e-commerce, logistics, distribution, engineering, warehousing, and transportation. In May 2001, he was promoted to Senior Vice President, Evergreen Business Executive, leading A&P’s four year Business Transformation project to implement/integrate new technology and business processes, along with organization/people change. The program was successfully brought to closure in early 2003, on time & under budget. In February 2002, he was promoted to Senior Vice President & Chief Information Officer, in addition to the Evergreen Business Transformation project responsibility, he was made member of the company’s Executive Committee reporting to the CEO & Chairman.

August 2005, he was promoted to Executive Vice President Administration, with IT, Supply & Logistics, Strategic Sourcing, and Real Estate/Development reporting to him. During his tenure, he led the company’s initiative to lower its corporate overhead from $244M to $170M in one year, by simplifying the organization, the supporting business processes, and application of their state-of-the-art IT platform to the business.

John left A&P in 2007 and has developed his own consulting practice: Supply Chain & Technology Transformation, and is also serving as a Visiting Professor at the Pennsylvania State University, Smeal College of Business, supporting the Center for Supply Chain Research.

In 2010, John was appointed as Director Supply Chain at the Pennsylvania Liquor Control Board. In early 2014, he was appointed Executive Director of the agency, by the governor. He is leading this $2B state agency, its 600 stores and the wholesale operation.

His 34 years of industry experience provides unique perspectives to Supply Chain and Information Technology groups regarding business transformation, technology integration, strategies, and process/business improvements.

John is professionally active outside of work, having served on the Alumni Board of Directors of the Crummer Graduate School of Business, Rollins College, Winter Park, FL; Advisory Board of Ohio State University’s Business Logistics program; Executive Committee of the Efficient Foodservice Response industry initiative, and is active in numerous industry organizations including CSCMP, WERC, GMA, FMI and WFLO.

In 2004, John was awarded the Robert Pashek Award from Penn State University’s Smeal Business School, in recognition of Outstanding Supply Chain Contributions to Industry.

He resides with his wife – Peggy and daughter – Stephanie Hannah in Doylestown, PA.
