Biography
John Wilkins is Associate Director with the Public Management Program at the Schulich School of Business. His expertise covers: public sector reform, political-administrative interface, policy management, central government oversight, institutional governance, citizen-centred service, ethics and values, and leadership development. A former diplomat and executive with the Governance and Institutional Development Division of the Commonwealth Secretariat, John led work on the Commonwealth policy mandate on Public Sector Development for 54 member countries from 2005 to 2011. John served 32 years in the Canadian public service, including Assistant Deputy Minister with the Province of Manitoba and senior governance adviser to the federal Treasury Board. In 2009, he was awarded the IPA C Lieutenant- Governor’s Medal for Excellence in Public Administration.
