Biography

Dr. Joyce Yanyun Man first joined SPEA in 1992 and specializes in public finance and policy analysis. Her teaching and research interests also include urban and regional economics; budgeting; China fiscal policy; urban, housing, and land issues; and sustainable development. In her studies, Man applies economic theory with qualitative analytical tools to public policy issues in the U.S. and China.

Man has established an international reputation for her expertise on China''s urban and public economics and policy, serving as the founding director of the Peking University-Lincoln Institute Center for Urban Development and Land Policy in Beijing between 2007 and 2013. She returned to IU in January of 2014.

Man''s work has had significant impact on government policies in China. In addition to publications in U.S. and Chinese academic journals and several books, Man has authored policy reports on China''s fiscal reforms and local debt issues, property taxation, land use and management, housing markets and policies, and environmental taxation in collaboration with the Chinese Ministry of Finance, State Administration of Taxation, Ministry of Land and Resources, DRC of the State Council, and the World Bank.
