Lemuria Carter

Professor Lemuria Carter is the Head of School and Professor of the School of Information Systems and Technology Management at the University of New South Wales. Her research interests include technology adoption, e-government and cyber security. She has published in several top-tier journals including the Journal of the Association for Information Systems, European Journal of Information Systems, Journal of Strategic Information Systems, Information Systems Journal and Decision Support Systems. She has served as the e-government track and mini-track chair for the Americas Conference on Information Systems and the Hawaii International Conference on System Sciences, respectively. Her research has been funded by the Institute for Homeland Security Solutions and the Southeastern Transportation Institute in the United States.

She is a native of Richmond, Virginia in the United States. She has a B.S. in Information Systems and Decision Sciences from Virginia State University. She has a M.S. and Ph.D. in Accounting Information Systems from Virginia Tech, where she received the KPMG PhD Project Doctoral Fellowship to support her graduate studies from 2003 – 2006.

In 2006, she accepted her first faculty position at Mississippi State University in the Department of Management and Information Systems. In 2008, she joined the faculty at North Carolina Agricultural and Technical State University (N.C. A&T), where she was promoted to Associate Professor with Tenure in 2012. In 2014, she was promoted to Interim Associate Dean of the School of Business at N.C. A&T. During her tenure at N.C. A&T, she managed more than a quarter of a million dollars in external and internal funding. In 2015, she was recruited to Chair the Information Systems Department at Virginia Commonwealth University.

During her academic career, she has received awards for excellence in teaching, research and service. In 2012, her article titled “The role of security and trust in the adoption of online tax filing” won the Outstanding Paper Award in the Emerald Literati Network Awards for Excellence awarded by Emerald Group Publishing. In 2012, she also received the Junior Faculty Teaching Excellence Award from N.C. A&T. In 2014, she was nominated for the Beta Gamma Sigma Outstanding Chapter Advisor Award and she received the Outstanding Senior Researcher Award from the School of Business and Economics at N.C. A&T. In 2015, she received the Interdisciplinary Team Research Award from the School of Business and Economics at N.C. A&T.

Dr. Carter’s initial study on e-government adoption published in Information Systems Journal (ISJ) in 2005 is one of the most cited papers in the discipline, with more than 1750 Google citations and 200 Web of Science citations. In 2009, it was reported as the most cited paper in the history of ISJ (as of January 2008). In 2013, it was the second most accessed article in the journal. In 2014, the article was listed among the Most Cited e-Government Research publications from 2001-2010 in the proceedings of the 13th IFIP WG 8.5 International Conference on e-government in Dublin, Ireland. In the same proceedings, she was recognized as one of the top 30 most prolific contributors to e-government research.

Dr. Carter has been an active member of the community. She has served as a member of the Concord Rotary club, a mentor for Big Brothers Big Sisters and a board member for Habitat for Humanity in Cabarrus County. In 2014, she was nominated for Mayor’s Mentor of the Year award by the City of Charlotte. In 2015, she was nominated for the Big of the Year award by Big Brothers Big Sisters.
