Background and Education

Prof. Wiss  is the founder and Managing Partner of a Washington, DC-based boutique law firm in the field of international projects and transactions, Wiss & Partners LLP.  Her practice concentrates on international project finance and business transactions, with a particular focus on the financial structuring of international projects in emerging markets.  In January 2016 she retired as a partner in the Washington, DC office of Hogan Lovells LLP, where she was a member of the firm''s Finance and Infrastructure Project and Public Finance Groups, and, prior to the Hogan & Hartson merger with Lovells, was the  co-chair of Hogan & Lovells'' India Working Group_._

Prof. Wiss has been the lead counsel on numerous projects financed by the US Export Import Bank, Overseas Private Investment Corporation and International Finance Corporation as well as commercial banks and the capital markets. She has represented clients in international business transactions on the Indian Subcontinent, Latin America, the Far East, the Caribbean, Africa, Eastern and Central Europe, and the Middle East. She represented the borrower in the aircraft acquisition financing and securitization transaction in India awarded the "Deal of the Year 2001" by Trade Finance Magazine.  She is listed in IFLR''s Guide to the World''s Leading Project Finance Lawyers.    

She has received numerous awards, most currently, “The Best Lawyers in America (Project Finance Law) 2015; as a Project Finance expert in Washington, DC in “Banking, Finance & Transactional Law Expert Guides” August 2015 Edition; IFLR Expert Guides to the World’s Leading Project Finance Lawyers, 2006 to present; and Expert Guides’ “Women in Business Law (Banking and Finance)” 2010 to present.

She has taught a course on international project finance and investment at Georgetown University Law Center for the past thirty years, and teaches a class on international investment law at Johns Hopkins School of Advanced International Studies. She served as vice president of the American Society of International Law, president of the Washington Foreign Law Society and received the annual community service award from the International Section of the DC Bar Association.  She has received the Charles Fahy Award Distinguished Adjunct Professor Award from Georgetown University Law Center and the John Carroll Award from Georgetown University.

Prof. Wiss received her BSFS from Georgetown University''s School of Foreign Service and her JD from Georgetown University Law Center, where she served as an editor of Law & Policy in International Business.
