McCombs School of Business

Michelle Vaca-Senecal is an independent international trade consultant who currently is an adjunct professor at the University of the Incarnate Word, H-E-B School of Business and Administration (UIW), teaching international business management and international economics. She served as a visiting professor at UIW the Spring of 2017 and taught graduate international trade policy classes at Texas A&M University, San Antonio. She has extensive experience on the staffs of the U.S. International Trade Commission (USITC), The Executive Office of the President, Office of the U.S. Trade Representative (USTR), and The U.S. Department of Agriculture (USDA). She has held progressively more responsible positions ranging from Trade Director to serving as a lead for the United States in several negotiating and policy teams including the CAFTA-DR and Andean Free Trade Agreement working groups. At USTR she headed the first effort to incorporate technical assistance into the framework of a free trade agreement; the CAFTA-DR FTA. Her work helped generate $80 million in USG technical assistance funds. Ms. Vaca-Senecal received her M.A. in International Commerce and Policy from George Mason University and her B.A. in English from the University of Texas San Antonio. She is a 2007 fellow of the National Hispana Leadership Institute's Executive Leadership Program (NHLI).
