Norah Mulvaney-Day, PhD, is a behavioral health services and policy researcher, evaluator and project director and currently Director of Research in the Department of Psychiatry at Cambridge Health Alliance. She has more than two decades of experience working with federal, state, clinical and community stakeholders, to support a wide range of efforts to improve the delivery of mental health and substance use disorder treatment services. Previously, Dr. Mulvaney-Day was a Senior Director of Behavioral Health Research and Policy at IBM Watson Health, where she provided senior oversight for projects funded through the Substance Abuse and Mental Health Services Administration (SAMHSA), the Centers for Medicare and Medicaid Services and the Office of the Assistant Secretary for Planning and Evaluation. For three years, Dr. Mulvaney-Day was the Project Director for Analytic Tasks for the SAMHSA-funded Center for Behavioral Health Financing and Innovation where she oversaw multiple policy-relevant studies and technical assistance activities related to behavioral health services and policy. Dr. Mulvaney-Day has broad topic area expertise in treatment for opioid use disorder, behavioral health quality measurement, integration of mental health and substance use services in primary care, evaluation of behavioral health programs, Medicaid policy and health equity. She has published peer-reviewed manuscripts and publicly facing reports on the implementation of mental health parity, mental health and substance use disorder screening measures, telehealth treatment for behavioral health conditions, and oversight and regulation of residential treatment, among many others. Dr. Mulvaney-Day is adept at using mixed methods, including survey research, analysis of health care claims and qualitative data collection and analysis via key informant interviews and focus groups. She has consulted on qualitative research methods at Cambridge Health Alliance, Brigham and Women’s Hospital, Boston Children’s Hospital, and the Robert Wood Johnson Foundation. She has extensive experience managing the implementation of projects and programs and guiding them to completion.
