Biography

Paul Oates currently leads the IT Mergers and Acquisitions Practice at Cigna. He also is an enterprise architect, focusing on business, application, information, integration and technology architecture for Cigna’s clinical & informatics programs. His engagements include clinical and health advocacy applications, informatics, practice management, HIT interoperability, accountable care organizations, HIT/HIE, value based reimbursement.
Prior to joining Cigna, Oates held numerous positions in the field of information technology, including vice president of clinical information technology at United Healthcare and director of information technology at Middlesex Hospital in Middletown, Conn.
Oates holds a bachelor’s degree in management information systems from Clarkson University and a master’s degree in human resource management from Rensselaer at Hartford, a branch campus of Rensselaer Polytechnic Institute. He is a Certified Professional in Health Information Systems (CPHIMS) and a Fellow in the Health Information Management and Systems Society (FHIMSS). Paul is a member of the HL7 payor user group and is currently active in driving industry wide adoption of FHIR.
