Biography

NUS Institute of Systems Science

Richard lectures in project management competency development and training courses; the Certified Outsourcing Manager (Associate) for IT Programme; the Certified Enterprise Architecture Practitioner Programme; and the Master of Technology Programme that include IT Service Management and Data Warehouse for Business Analytics.

He has more than 26 years of management experience in the ICT industry in Singapore and the Asia Pacific that spans both the client and the service provider domains. His work experience includes strategic planning, business and technology innovation and transformation. His other proficiencies include project management; IT infrastructure management and monitoring; IT outsourcing management; application development and systems integration project implementation and delivery; data warehousing; business intelligence and analytics solutions.

From 2007 to 2013 – as the CIO for ISS, he led the Enterprise Architecture initiative that resulted in IT infrastructure consolidation that improved and optimized IT services in terms of efficiencies; cost savings and reduction of physical foot print of the ISS data center.

As the CIO, he has managed multiple outsourced projects and vendors. Coupled with his experiences as a successful IT vendor, he has developed keen insights and understanding of outsourcing management.

He continues to engage with the IT industry through active advisory and consulting engagements in the domains of his specialization with various multinational companies; small and medium enterprises; government ministries and statutory bodies.

From 2007 to 2014, he was the Chair of Green IT Technical Committee that is responsible for developing Singapore Standards and worked under the purview of the IT Standards Committee of the Singapore Standards Council.

He is currently a co-opted Executive Council member of the SiTF Green IT Chapter.

Prior to ISS, he was the Practice Director of the Data Warehouse and Business Intelligence Practice for a multi-national services provider organization where he guided his clients to the successful implementation of data warehouse; master data management; business intelligence and analytical solutions for several organizations across the various financial; healthcare and telecommunication industry sectors.

He has also worked with various IT services organizations such as Computer Associates; Platinum Technology and Software AG, where he consistently achieved his key performance objectives and revenue targets by managing his services team to ensure successful pre-sales, delivery and implementation services for his clients
