Biography

Sciences Po

Sarah Houllier works as a consultant for the World Bank in the Governance Global Practice, focusing on public sector and justice reforms in West Africa and the MENA region, and in the Doing Business team with the Getting Credit-Secured Transactions indicator. Previously, Ms. Houllier served as a judge in France from 2013 to 2016. From 2016 to 2019, she served as advisor and speechwriter to the Chief Justice of the French Conseil d’Etat (Public Law Supreme Court) focusing on justice reform in France and Europe, European law and politics, policy implementation, competition law, and rule of law issues among other topics. She has been teaching law as adjunct professor since 2014. She first taught procedural administrative law and environmental law at the Catholic University of Lyon (2014-2015). She then taught French Public Law and European Public law at Sciences po Paris while teaching European Law and Politics in the Equal Opportunity program of the National School of Administration (Paris).
