Telfer School of Management
Thomas Townsend served in Senior positions in Employment and Social Development Canada (Applied Research, Learning Branch) Correctional Services (Offender Programs, CORCAN). He was Executive Head of the Policy Research Initiative (Now Horizons Canada) and was Canada's representative for Health and Social Affairs to the European Union.
Since 2010 Thomas has taught Public Strategy in Canada through the Centre on Public Management and Policy and abroad in Korea, Finland, New Zealand and Singapore. Thomas brings a complexity informed approach to strategic analysis and strategy formulation with emphasis on what makes public strategy different from business strategy.
