Biography
McCourt School of Public Policy
Todd Moss, Ph.D., is a nonresident fellow for the Center for Energy Studies at Rice University's Baker Institute. He is also executive director of the Energy for Growth Hub in Washington, D.C., and a visiting fellow at the Center for Global Development.
Moss previously served as deputy assistant secretary in the Bureau of African Affairs at the Department of State and has worked at the World Bank, the London School of Economics, and the Economist Intelligence Unit. He is the author of numerous articles and books, including “African Development: Making Sense of the Issues and Actors” (Lynne Rienner: 2nd ed., 2011), and “Oil to Cash: Fighting the Resource Curse with Cash Transfers” (CGD, 2015).
He holds a Ph.D. and M.Sc. from the University of London’s School of Oriental and African Studies and a bachelor’s from Tufts University. Moss is also the author of an international thriller series from Penguin’s Putnam Books about a State Department crisis manager, including “The Golden Hour” (2014), “Minute Zero” (2015), “Ghosts of Havana” (2016) and "The Shadow List" (2017).
