From clinical trials to credit loans to queues, hazard models permeate many fields of scientific inquiry. The staple methods for hazard estimation all require some form of separability like proportional- or additive-hazards. To flexibly capture time-covariate interactions in the hazard function, we propose a practical estimation procedure that does not require any semiparametric assumptions. Our hazard estimator is consistent if the model is correctly specified; alternatively an oracle inequality can be demonstrated for tree-based models. As an application, we use the method to estimate the service rate at an academic emergency department, as a function of current workload and other state variables. Compared to estimates obtained from semiparametric models, our findings offer new insights into the relationship between service speed and physician workload, a question that is of interest to researchers in healthcare management.
